Delegate Smigiel has signed and lived up to to his pledge not to vote to raise taxes on the citizens of the 36th District. The American Taxpayer Association recognized those legislators from across the County who took this pledge and actually kept it by arranging a trip to see President Bush at the White House.

Fiscal responsibility requires that we keep the size of government from growing unnecessarily and cut waste where we can. Delegate Smigiel has voted against all tax increases for the citizens of the 36th District during the four years he has been in office. Delegate Smigiel has, once again, signed the American Taxpayer Association's pledge to not vote to raise taxes on his constituents. 


When Governor Ehrlich took office he inherited a four (4) billion dollar deficit. The Democrat answer was to suggest a 1.2 billion dollar increase. The Cecil County Commissioners sent the 36th Delegation a letter urging us to support the largest tax increase in the history of the State of Maryland. Your 36th District Delegation rejected that request and voted against the tax increase.

Through the good fiscal policy leadership of Chip DiPaula and Governor Ehrlich, the size of government was reduced by over seven (7) %, and the deficit was eliminated to the tune of a 2 billion dollar surplus.

Government has a responsibility to provide certain services to its citizens (ie. roads, schools, parks, libraries, police and fire protection, etc.). It also has a responsibility to be restrained in the use of its power to tax so as to not stifle productivity and free market forces.
