My name is Cailey Locklair and I am Delegate Smigiel’s new Chief of Staff. I am a new resident of Elkton in Cecil County Maryland as of January 2007. I graduated from the University of Delaware with my B.A. in Political Science and Legal Studies in 2006. I grew up in Richland on the South-Eastern side of Washington State and was born in Tampa, Florida.
